Registry Cleaning Empty

Despite getting a completely new hardrive and stuff, despite this, my computer is butt slow for absolutely no reason. I think the best solution is trying to clean my registry, but I'm not sure. Does anyone know any good programs or recommend one to help me~?

What's your GHz and RAM?
What's your OS?
Did you try defraging the new harddrive?
