Not at this level it doesn't. At this rank it does NOT destory everything around it and is basically a magic blade. We won't LET it be used to destroy everything UNTIL it is at LEAST level 12. Cold air produced at this stage is barely a chill wind. Shadow is not matter and is therefore unaffected by phase changes, martial artists surround their limbs with Ki in a fight and if neccessary we can make sure that it cannot penetrate ki either (since it seems to be capable of doing everything magic can so long as there are appropriate charms for it).

And if you are REALLY insistant about not allowing him this technique we can just change it into something else entirely... maybe a blade made out of solid lightning since he seems to be more storms oriented.

So then Pyoh, as Umi doesn't like the idea of you having such a powerful spell as enseis exsequenis at your disposal as a starting character (starting characters are supposed to be weak, though I must admit your stats are very well balanced), we are going to try and craft you a new spell which will allow you to act in a similar fashion but isn't as overpowered as Umi believes it to be.

given that your powers are close to Negi's when he starts I'm thinking we give you a weapon composed of lightning. Here's what I'm thinking-

Fulgaris gladius; (same range as enseis exsequenis). A bolt of lightning which extends forward a short distance and then circles back creating a thin blade like loop of crackeling energy. Unlike most lightning, it is capable of being blocked by physical objects, though it can burn the more flammable ones. It is essentially a blade made of solidified electricity which deals shock damage in addition to the normal damage a sword could do.

How's that, or should I tone it down further?

That sounds pretty good to me. Umi might want it toned down a bit for the range wise i suppose but it's perfectly fine for me :3! And please don't think I'm trying to copy Negi or anything, last thing I'd ever want to be thought of is a copy cat. >.< I just like the strength and differences lightning spells have >w<

Electrocute implies instant death... try toning it down to say "deals lightning damage.
