Edit: Oh wait. No it's not. There's supposed to be an advertisement between the CP bar and "Welcome to Negima", it's most likely your slow internet.

He's saying it looks weird because of the gap between the "Welcome to Negima" bar, and the bars such as "Home, Calendar, FAQ, Search", etc... There's supposed to be an advertisement between. XD
